Competitive Carriers Association President and CEO Tim Donovan made the following statement on FCC Chairwoman Jessica Rosenworcel’s recent update to Congress emphasizing the urgent need for Congress to fully fund the Secure and Trusted Communications Networks Reimbursement Program (Program) to prevent network failures and catastrophic service reductions and protect the security of domestic communications: “CCA thanks Chairwoman Rosenworcel for highlighting the critical need for Congress to make up the $3.08 billion shortfall in the Program’s funding. The urgency of the Chairwoman’s letter highlights the dire necessity to secure our nation's communications infrastructure and prevent network failures and service reductions impacting tens of millions of consumers. Washington, D.C. – Today, eight trade associations led by CCA sent a letter to Senate leadership urging inclusion of S. Amdt. 1917 to the Securing Growth and Robust Leadership in American Aviation Act (H.R. 3935), offered by Senators Daines, Wicker, and Lummis. The associations urged Majority Leader Chuck Schumer and Minority Leader Mitch McConnell to include the amendment which would immediately and fully fund the Secure and Trusted Communications Networks Reimbursement Program (Program) at the Federal Communications Commission (FCC). Carriers participating in the Program cannot remove untrusted foreign communications equipment from their networks and replace it with trusted alternatives, while preventing a catastrophic loss of connectivity across America, without this funding. “Congress must provide full funding for the Program now. The situation is dire,” said Tim Donovan, CCA’s President and CEO. “This is the opportunity to fund the Program and avoid profound negative consequences to carriers and consumers across the nation. Customers of Program participants may lose connectivity entirely, tens of millions of customers that roam onto these networks will have their connectivity and access to emergency services and 9-1-1 reduced or eliminated, and Program participants may be forced to go out of business altogether. We must also ensure military bases, airports, and other areas of strategic importance remain connected. This amendment will prevent catastrophic losses in connectivity across America.” A link to the letter can be found here . While the United States has taken a leadership role internationally to mitigate the risks of untrusted communications equipment and services from companies connected to the Chinese government, work remains to eliminate that same risk in our own heartland. Amdt. 1917 is the solution to maintaining connectivity for millions across the United States, securing American networks from adversaries, and preserving the historic broadband investment Congress has made in rural communities. Washington, D.C. - Competitive Carriers Association (CCA) President and CEO Tim Donovan made the below statement regarding the release of the “Spectrum and National Security Act of 2024,” which would reinstate the Federal Communication Commission (FCC)’s spectrum auction authority and identify bands of spectrum to study for potential commercial use, among other provisions. The bill would provide critically needed resources for the Secure and Trusted Communications Networks Reimbursement Program (Reimbursement Program)’s funding shortfall and additional funding to continue the Affordable Connectivity Program (ACP). “CCA welcomes the introduction of ‘Spectrum and National Security Act of 2024’ and thanks Senate Committee on Commerce, Science, and Transportation Chair Maria Cantwell (D-WA) for her efforts. Access to spectrum is crucial for U.S. wireless ecosystem growth, innovation, and connectivity. Given limited spectrum resources, policymakers must focus on reallocating sufficient licensed, full-power spectrum to ensure that all Americans, including those in rural, underserved, and unserved areas, have access to ubiquitous connectivity. “It is also imperative that Congress immediately and fully fund the Reimbursement Program. Many Program participants have reached or surpassed their pro-rated funding allocations and are now making painful decisions where they will have to reduce or even eliminate wireless service for their own subscribers and the tens of millions of customers roaming onto their networks because of this national security mandate. The impacts will be especially harmful for those who could lose access to 9-1-1 and emergency services. Additionally, absent further funding, the ACP will sunset next month. Washington, D.C. – Competitive Carriers Association President and CEO Tim Donovan made the following statement: “CCA commends U.S. House Energy and Commerce Committee Subcommittee on Communications and Technology Chairman Bob Latta (R-OH), Vice Chair Randy Weber (R-TX), and Senators Jerry Moran (R-KS) and Roger Wicker (R-MS) for leading a letter to Federal Communications Commission (“FCC”) Chairwoman Jessica Rosenworcel regarding the 5G Fund. We thank the additional eight Members of Congress who joined them. The importance of getting the 5G Fund right for rural America cannot be overstated. This program will replace key components of the High-Cost Fund and become the only federal funding program focused on mobility. It will determine if rural Americans maintain mobile services and gain access to ubiquitous 5G connectivity. As the Members of Congress stated, the ‘5G Fund should preserve and expand next-generation mobile wireless services in rural America’ because ‘[all] Americans deserve the opportunities that 5G service will bring to their lives.’ To do so, the FCC must recognize the criticality of leveraging BEAD-funded fiber and fixed wireless projects and basing eligibility and funding decisions on accurate mapping data. Otherwise, rural areas will be left behind and will miss out on vital connectivity opportunities – or worse, lose access to coverage available today only because of USF support. Washington, D.C. – Competitive Carriers Association President and CEO Tim Donovan made the following statement regarding the release of the “Supporting National Security with Spectrum Act:” “CCA commends Senators Steve Daines (R-MT), Cynthia Lummis (R-WY), and Roger Wicker (R-MS) for introducing S. 4049, the ‘Supporting National Security with Spectrum Act,’ which would provide the remaining funds needed for the Federal Communications Commission’s (FCC) Secure and Trusted Communications Networks Reimbursement Program (Program). The bill would address the $3.08 billion shortfall in the Program to ‘rip and replace’ equipment from untrusted vendors with trusted alternatives. As Program participants reach or surpass their prorated funding allocations, carriers are deciding where they will have to reduce or even eliminate wireless service for both their own subscribers and the tens of millions of Americans who roam onto their networks for connectivity. This will be especially harmful for those trying to call 9-1-1 and receive emergency services. Congress must immediately commit to providing these funds to ensure continued connectivity on secure wireless networks. Washington, D.C. – Competitive Carriers Association President and CEO Tim Donovan made the following statement on the release of the Further Consolidated Appropriations Act, 2024: “This month marks four years since the Secure and Trusted Communications Networks Act was signed into law, but the “Rip and Replace” program cannot succeed without desperately needed funding. That funding can only come from Congress. The lack of inclusion in the Appropriations package released today will lead to reduced wireless coverage in the United States. As program participants reach or surpass their prorated funding allocation, carriers are deciding now on where they will have to reduce or even eliminate wireless service for both their own subscribers and the tens of millions of Americans who roam onto their networks for connectivity. This will be especially harmful for those trying to call 9-1-1 and receive emergency services. There is broad bipartisan and bicameral support to fund the program, but each day that passes without action has real world impacts.
